Who? Timothy — Paul's son in the faith, pastor at Ephesus — receiving practical instruction for church leadership and order.
Dispensation: Grace Age — 1 Timothy defines what a Grace-Age local church should look like: its doctrine, its leadership, its practice.

1 Timothy is one of the 'Pastoral Epistles' (1 Timothy, 2 Timothy, Titus) — letters written to pastoral leaders rather than churches. Paul writes to help Timothy know 'how thou oughtest to behave in the house of God' (3:15). The letter's central concern is the preservation of sound doctrine against false teaching (the 'other doctrine' of 1:3). It establishes qualifications for overseers (bishops) and deacons (3:1-13) — not lists of perfectionists but character profiles of mature grace-shaped people. It addresses prayer (2:1-8), the role of women in the assembly (2:9-15), care of widows (5), correction of elders (5:19-20), and the love of money as a root of all evil (6:10). 1 Timothy is the Grace-Age church's operating manual.
Application: Read 1 Timothy 3:1-13 — qualifications for overseers and deacons. Notice: these are character qualities (husband of one wife, temperate, sober, given to hospitality, apt to teach) rather than academic credentials. The church's leadership is to be 'blameless' — not sinless but above reproach, with a solid reputation both inside and outside the church (v.7). How does this list of qualifications differ from how churches typically select leaders today? What would church leadership look like if these were the non-negotiable standards?
